La loi 21 prétend établir la « laïcité » de l’État québécois. Le terme « laïcité » n’a toutefois pas un sens unique et non équivoque. Si on pose notre regard sur les derniers siècles de l’histoire occidentale, on repère au moins trois formes de laïcité, qui se définissent par leurs finalités.

Charles Taylor est professeur émérite de philosophie à l’Université McGill. Il a également enseigné aux universités d’Oxford et de Northwestern et il est fellow permanent à l’Institut für die Wissenschaften vom Menschen de Vienne. Il a notamment publié Les sources du moi (Boréal, 1998), Grandeur et misère de la modernité (Bellarmin 1992), Rapprocher les solitudes (PUL, 1992), L’Âge séculier (Seuil, 2011) et, avec J. Maclure, Laïcité et liberté de conscience (Boréal, 2010). Philosophe de réputation internationale, il est entre autres le récipiendaire des Prix Léon-Gérin, Templeton, Kyoto, Kluge (avec Jürgen Habermas) et Berggruen. Engagé dans la cité, il a notamment co-présidé la Commission de consultation sur les pratiques d’accommodement reliées aux différences culturelles en 2007-2008.
